Buyer misrepresenting what he is selling
I bought an item from a seller that was new in package. It was a two pack and I ordered two of them, but when I got my order, the items were not in a package. They just came individually. That is wrong. That is not what I ordered as I was giving this to someone not to mention you can’t see if it’s expired or not. That would’ve been on the packaging when I expressed this to the seller he was uncooperative. When I reached out to eBay, I was told I did not have to return the items and that I would get a full refund. Later that day I got an email from eBay asking me to return the items. Why should I be inconvenienced and have to pack these items up and go to the post office and waste my time when the seller was the one that was wrong? he is the one who didn’t send me the item that I ordered that was pictured

You want the refund AND to keep the item? What selling venue allows you to do that?
Suppose you were the one who made a mistake in ordering the item? Would you feel that gives the seller the right to keep both the item and your money?
Returning items is usually a part of the refund process. Occasionally a seller will issue a refund without asking us to return the item ... but it's NOT because we deserve that outcome because we would be inconvenienced otherwise.
EDITED TO ADD: I'm a buyer only. I noticed that you've joined eBay only this month ... and already left 2 of your 3 sellers bad feedback. [The other you left no feedback.]
Sellers have little protection on eBay. One of the few they have is the ability to block buyers they fear might cause them problems in the future. You can expect to be blocked if you continue to leave bad feedback instead of 'inconveniencing' yourself by returning an incorrectly-listed item.

If this is the Seller you left the negative for, they accept returns.
Ebay has a 30-day Money Back Guarantee. If you feel you did not receive what you paid for, you would have 30 days from delivery to request a refund on eBay. Most Sellers require that you return what you received to get a refund. Buyers cannot refuse to return an Item to get a refund.
If it is still less than 30 days since delivery, you can still go on eBay and open an Item Not as Described refund request.
