Are you the seller and a buyer doesn't want something they (didn't) buy?
You cancel the transaction on eBay, and that will refund the buyer.
To cancel the sale

To the right you should be able to select Cancel Sale from the drop down list.
Chose the reason 'Buyer Asked to Cancel'
(apologize to the buyer who will be disappointed)

Selling Icon at the bottom
> Orders
> Click on the order title to reach Order Details
>At the bottom blue drop down list, select Cancel Order and follow the steps.
