Thee seller shouldn't refund until after they get the item back, once a refund is issued it's no longer possible to access the return shipping label from the case.
Once a refund is issued the buyer can no longer access the return shipping label.
The seller will need to go to pirateship.com and buy a return label. Save it as a jpg image and send it in eBay messages.
They will not be charged for the shipping label in the return request since it was never used.
