A refund of a shipping overpayment should have no effect on a buyer's ability to leave feedback.

OP3 years agoThank you for your fast response. I will forward this to the buyer. Do you know HOW I can contact eBay? There seems to no way to talk to anyone there, and I have LOTS of things to say to them. Here's another big question, When a buyer has a USA address, but shows another country of location, why does seller have to pay that extra fee?

When a buyer is registered overseas (and typically has an overseas bank), the seller has to pay a foreign transaction fee to account for the added expense of moving a payment between countries, even if the shipment is sent to a domestic location.
You cannot call directly, but you can request a call back from eBay if you are in the US:
