Buyer is trying to return parts
It was sold with the condition listed as not working and even the description explained what/why, almost a month later he is trying to return it and how do I deal with it? Why is the not an option to deny it?

eBay at one time allowed sellers to refuse to accept a return of an item that was listed 'Not working or for parts'. That is no longer the case.
We mentors recently received a confirmation from an eBay agent about the 'change' in how this Item Condition is handled: As long as the buyer uses one of the 'Not as described' reasons for requesting the return ... the seller is expected to handle the return as they would any other request.

I noticed that the ONLY item you sold for parts cost $5.04 (including s&h). It would be foolish to receive a defect (and forfeit your fees) by contacting eBay. Just refund the buyer yourself ... and let them keep the broken cameras that sold for $0.79 at auction.

Ebay allows Buyers to open a refund request for up to 30 days from delivery if the Buyer claims the item is not as described in the listing. Even if that is not true and even if the item was correctly listed for Parts or Not Working.
If you go to this listing and it says the item is covered by the eBay 30-day Money Back Guarantee, you would need to accept the return. You have the option to refund without them returning.

OP1 year agoIs there a way to appeal? I keep seeing the “have eBay step in†but not anywhere I can actually contact anyone. I mean I get respect to the buyer and if it actually was different than described this just seems kinda silly to me that I have to deal with the hassle bc he couldn’t bother to read what he was buying.

If the Buyer has opened an Item Not as Described refund request, you need to accept it. There is no appeal process for that.
As far as having eBay step in, you as the Seller do not want that. EBay will then decide in the Buyer's favor, take the refund from your funds, maybe let the Buyer keep the item. Plus they will charge you $20+ for asking them to step in. Plus you will get a serious defect on your account for not working with your Buyer.
