·2 years agoIf you have set a Buyer Requirement that you don't want to apply to him/her specifically add him/her to your exemption list: https://pages.ebay.com/services/buyandsell/biddermanagement.html You might want to check the Activity Log (link under the setting of the Requirements) to see if s/he is telling the truth about the reason s/he is blocked (or to see the reason if s/he claims not to know).
If you don't want that Buyer Requirement to apply at all to anyone then turn it off and turn on the slider to apply changes to current listings before you "Submit" the changes.
If s/he is running into an eBay restriction or limit, there is nothing you can do about that.
