For seller protection, you are required to ship to the address on the payment. Assuming the member making the request for a change has the same member ID as your buyer, you should cancel the transaction (use the reason that there is an issue with the buyer's address) and relist so the buyer can repurchase it, making sure he chooses/adds the correct address at checkout.
If the member ID is different from your buyer's, it's a scammer and you can report that to eBay using the report link in the Actions dropdown in the message. In this scenario, you would ship to the buyer who made the purchase at the address in the order details as usual.

-You can message the Buyer and have them message you back requesting a cancellation so THEY can update their account with the new address. When they message you to cancel you can Cancel using the reason "Buyer requested ..." to avoid a strike on your account.
