Buyer is asking me to ship to an address not listed in their profile
Sounds like this isn’t eBay policy and I would lose seller protections if I do this. Buyer isn’t responding to messages. What should I do?

If the buyer wants you to ship to a different address first make sure it's the SAME buyer asking as some bad actors try to trick sellers into shipping sold items to them.
If it IS the same buyer then you have the choice of canceling the sale as problem with buyers address and refunding the buyer then relisting so that they can buy again and enter the correct address. I see that this is a $750 phone though so you may not wish to do this because of HOW refunds work. The $ can not just be reversed.
Refunds, even for order cancellations, come out of your available funds not pending or held. If you do not have available funds then eBay charges your back up payment method for selling costs.
Have you entered your backup payment method for selling costs here: https://ppcapp.ebay.com/myppc/wallet/list Select Manage under the method you want to use then select Preferred for selling costs. I use a credit card.
Once you issue the refund and the buyers funds are released from being held or finish processing then the buyers payment is released to you.
On a side note be sure to ship with signature required on delivery since the sale totals $750 or more.
