    Buyer is asking for Refund I put AS is No returns
                     

    In the Description I clearly put the Following (Cut and pasted)

    Note: This programmer does not include an instriction manual. Instructions are included with the separate joystick controllers' installation manuals.
    It was Functional when The company closed down 3 years ago. I do not have a way to test this ... it is being sold AS-IS which is why the low starting price...
    Item is not returnable for refund again it is purchased as is !!!
     
    I do not feel I need to Refund due to fact it was clearly in the description

    It would depend oh if the buyer opened an "Item not as described" case or just a return request.  The Not as Described case must be accepted or eBay will force the refund from you.  The return request can be denied but the buyer is still able to leave feedback about the transaction.

    As Is has no meaning on eBay.
