Buyer in Puerto Rico
Shipped an item to Puerto Rico. Was hesitant because I do not ship intl and told Puerto Rico has frequent issues w/ delivery, but technically its not intl so I did. Item delivered and receptacle full or item oversized whatever that means its basically a small box. Item is at p.o awaiting customer pickup its been 3 days messaged buyer three times and being ghosted. My funds are on hold. Who is at fault here I shipped delivery is his issue right? Do I have grounds to have funds released?

Mentor1 month ago@peak_investments Attempted delivery counts as delivered for not received refund request cases. When/ if the item is returned to you then you refund the item price only and relist.
AS for the fund holds that is normal for new sellers. It is unfortunate that your funds may be held longer because tracking is not updating but there is nothing that can be done to change this. Funds can be held for up to 31 days for new sellers.
If you do not wish to ship to the protectorates then you need to block them in account settings. Select Exclude Shipping Locations on this page> https://www.ebay.com/ship/prf
Then block buyers in locations you do not ship to on this page>

OP1 month agoThanks, im not a new seller I dont believehave been selling a few years. So it counts as deliversd do you know how I would go about getting paid. So were going on day 4 sent friendly reminder daily that item is at p.o awaiting pickup due to mailbox full or not big enough. Totally ghosted no reply.

Mentor1 month ago@peak_investments The same rules apply to infrequent sellers. You had a break of more than 90 days from what I can tell from your feedback. You also have not had many sales.
"Sellers who haven't yet established a strong, consistent track record or who don't have any recent selling history will typically receive their funds 24 hours after delivery confirmation (for tracked items), or 31 days after the buyer pays (for items sent without tracking).
If you previously qualified to receive your funds faster as a new seller, you may experience this hold if you haven’t sold in a while. If you do, you’ll receive your funds 2 days after delivery confirmation or 14 days after the buyer pays."

Then Type PAYOUT in the chat bot box on the lower right. (Do not add any additional information)
Then AGENT after the bot responds. You might have to repeat those steps.
Keep in mind that agents often say what a member wants to hear so they get a good rating. We tell you the facts as they are written in the policy.
I do wish you good luck on getting paid sooner.
