Buyer hasn’t paid
I have a buyer that hasn’t paid for an auction item and is not responding to messages. Does anyone know if there is a way to see who else bid on that item? I’d like to reach out to the others to see if they would still be interested in purchasing the item.

First things first...
There is no need to send payment reminders as eBay already does this. If a buyer hasn't paid by day five, select the cancellation option in the dropdown next to the order using the reason that the buyer hasn't paid. The buyer will earn an unpaid item strike on his account. Two or more and his ability to buy will be limited or even ended.
Add the buyer to your blocked buyer list here:

Scroll down that page and turn on the option to auto-block buyers with 2 or more unpaid items within 12 months. That will help to protect you from repeat offenders.
AFTER the order has been properly cancelled for non-payment, then if other bidders are interested in receiving second chance offers, you'll be able to use that option to formally send them through eBay using the option in the dropdown next to the sold order transaction.
