Buyer has twice submitted a low ball offer and twice tried to back out.
Silly me, after sending an offer to potential buyers, I received a low ball counter offer. As the total would still be a little bit of profit, I accepted and waited for payment. And waited. And sent a reminder and waited some more, finally canceling the order after several days.
Here comes the silly part. After relisting and submitting offers to buyers I again received a low ball offer and decided to accept, as the item (a flashlight) generally sells for lower than asking. What I did not do, was check to see who made the offer.
Yup, you guessed it, the same buyer. I found out when they sent me a message stating they "accidentally" bought it and wanted it cancelled. " You accidentally submitted an offer? I responded. Then I checked. 🤦ðŸ¼.
Seems to me this person is being a jerk on purpose, submitting lowball offers expecting to be turned down and caught off gaurd when not- essentially abusing the offer system. I know I can block them, and I will- after the problem is resolved. I want my money darn it. This week alone, I have someone who won a $99 auction swearing they didn't bid on it, a person winning a $6.40 auction and not paying or responding, and now this doof bucket jerking me around. Do I have any recourse?

When a buyer does not pay, cancel the transaction after 4 days of non-payment have passed, specify "buyer didn't pay".

Place the non-paying buyer on your Blocked Buyer List:

Set your buyer requirements to block buyers who caused cancellations of 2 unpaid purchases within 12 month(s).
