Buyer has returned an item as defective that was originally listed as " parts or repair" condition.
Seller listed an item for $80 with a condition stated as untested and "for parts or repair". Buyer stated he would take a chance on this item for $60, $20 below the listed price. Seller sent buyer an offer to sell for $60 with the understanding that the item was untested and would be sold "for parts or repair" with no warranty or returns per messages sent to buyer thru ebay messages. Buyer seemingly agreed to these terms by purchasing this item. Seller shipped the item, Buyer received the item and quickly sent a request for return to seller stating the item was defective which buyer had known was a distinct possibility from the "for parts or repair" designation. I was very disappointed when eBay stated I needed to authorize the return of this item!
Ebay stated that I, the seller, could escalate the return by asking for a review after I had authorized a return and received it back from buyer. CAN SOMEONE PLEASE ANSWER THE FOLLOWING QUESTIONS:
1) What is the eBay rationale for compelling a seller to accept a return under these conditions?
2) What is the next step when, after two phone calls to eBay trying to get a human on the phone, the humanoid cust service (866)540-3229 and was told there are NO agents available to take my question, and terminates the call.
THANKS FOR ANY INPUT FOR A FRUSTRATED SELLER THAT HAS 100 PERCENT POSITIVE FEEDBACK UP TO NOW ANYWAY.

If this is for the GPS Receiver, that was listed in Used condition. That means
"An item that has been used previously. The item may have some signs of cosmetic wear, but is fully operational and functions as intended. This item may be a floor model or store return that has been used. See the seller’s listing for full details and description of any imperfections."
Even if this item had been listed with the condition "For Parts or Not Working", this listing also has the eBay Money Back Guarantee. Based on that guarantee, the Buyer is allowed to open a refund request. If the Buyer opened an "Item Not as Described" refund request, you would have three business days to accept the return which will generate a prepaid label to the Buyer. If the Buyer never uses that label, you won't be charged for it.
Once you have the item back, you would need to issue a full refund. If the item comes back it is actually exactly as you had described it, please report this Buyer for misuse of that Guarantee. By reporting him, eBay might refund your cost of the return shipping label.
If you would like to confirm all of this, you can go to Help and Contact on eBay and request a call back. That option is available from 5:00am to 10:00 pm PST.
PS: as an aside, emails between the Buyer and Seller with negotions are not enforceable or supported by eBay.
