buyer has not paid for the item
Buyer has not paid for an item. Invoice and contact have been made. Buyer says eBay will not accept his payment. Now what.

Well, the issue is the Buyer's not yours so all you can do is wait to see if they get it resolved OR on day 5 Cancel the transaction using the reason Buyer hasn't paid.
When you do that the Buyer will receive one Unpaid item strike on their account. If they get two they will not be able to buy much on eBay until the Unpaid strikes drop below 2 again. The strikes take 12 months to roll off an account.
