buyer guarantee not fulfilled by eBay
Hello! I had a customer purchase six items that were combined in one package. Total cost was over $70.00. Tracking shows it was never delivered after 3 months. They paid INT shipping, the VAT, and met all obligations. eBay refunded ONE of the six items for about $8 and closed the 5 other items with refund and without any appeal possible. I can do NOTHING on my end yet they were guaranteed their refund under the policy. I have no way to contact eBay on this. It make NO SENSE to refund 1 of six items on the same shipment when they were all in the same package with the same tracking number. Somehow, customer support closed all the items on the same date a request was made. IMO, they refunded the first item and then the "shipment" showed refunded so they close all the other items without a refund. I am HIGHLY dissatisfied, as a seller.

How did you combine the EIS orders? Was the buyer able to combine them at checkout? If not then you have to manually create one listing for all of the items.
You can try contacting customer service and see if they will give your buyer a courtesy refund or not. I recommend using social media so there's not a language barrier.
They could file a chargeback with their bank/ credit card. However if they do that you might get a $20 chargeback fee.
