Buyer feedback requests from eBay regarding items I have not yet received

Why is eBay repeatedly sending me requests for feedback on items I have not yet received? Why do no humans work at eBay?? Why is it impossible to speak with a live human eBay employee regarding this problem? And, why should I keep buying on eBay if no one wants to resolve this problem?
