Buyer doesn't want to wait in post office line. Is this a scam?
Summary: vanillamadness4u sold expensive car parts via eBay and used USPS for shipping, as requested by the buyer. However, the payment for both the items and the shipping costs has not been received, as eBay is waiting for delivery confirmation. The buyer messaged saying they won't pick up the items from the post office, mentioning that if not picked up, they would be returned to the seller. vanillamadness4u is concerned about not receiving any reimbursement and is questioning if this situation is a scam and what recourse they have.
I sold brand new, expensive car parts for close to $2,000. They shipped in 2 boxes. I shipped them via USPS ground advantage, per the seller's request. I have not received the shipping costs yet or money for the items sold. Ebay says it's waiting for confirmation that the delivery has been made. Today, the buyer messaged me saying that the post office left a slip saying that delivery was attempted but he wasn't at home, so the buyer said he's not going to the post office to pick them up and he guesses they'll just ship them back to me. It clearly says on my page no returns, no refunds, no cancellations. I haven't been paid anything from Ebay yet, not even for shipping costs. Am I even goin to get reimbursed for the shipping costs? Is this some type of scam? What recourse do I have?

If the buyer does not pick up the item it will eventually be returned to you. When it does you can refund the buyer minus the amount they paid you for shipping. You can let the buyer know this so they understand they will not be refunded for the shipping and any refund will be after you get the item back.
As to how the shipping money is paid. The buyer pays you the shipping and you use that to purchase the label. The buyer's payment to eBay includes the item, the shipping you set on your listing, and any tax they owe. eBay takes their selling fees out and sends you the balance. The shipping will be included in your payout once the funds are released.
