Buyer doesn’t pay on item with multiple bids Why can’t the original non-paid winning bid be cancelled and the next lower bin be accepted?

In addition to what @disneyshopper has provided if you wait until day 5 to cancel the Buyer will get a strike on their account if you use the reason "Buyer hasn't paid". If they get two of those Unpaid strikes in 12 months they will have trouble buying or bidding on eBay during that period.
On the sold item, if a Second chance offer applies you will see that option or you can click on the Sold item's bid number and the bid history will open and the Second chance offer will be shown there as well in the column on the right.

Mentor5 months agoIf the winning buyer doesn't pay in 4 days, you file a cancellation for Buyer didn't pay. Then you can make a Second Chance Offer to any of the under bidders if they accept SCOs.
