Buyer does not want to return "defective" item for a refund
I had an item sell. The buyer has contacted (message) me indicating that the item was bad. I sent a message back indicating I would pay for the return shipping and they could open a return request. The item takes time to remove and install, and the buyer does not want to return the item as it would be too much work. I would really like to have the item returned to determine root cause. What would be my next steps if the do not want to return the item?

You are not obligated to do anything if the buyer can't be bothered to return it. It is NOT "too much work" to return an item.

Well, heck, if it's bad he has to remove it anyway. You did exactly the right thing. Have him open a return, provide the label, and refund after you have the item back in your hands. There are no next steps.
