Buyer-do i have to close my case to get a refund?
Due to my mistake, the item I ordered was returned to the seller by USPS. Since seller had both item and money, I messaged asking for a refund. After several messages and no response, I opened a “item not received†case. Seller then offered a partial refund but says they cannot process refund unless I close the case. Is that true? Trust is a little thin on both sides here.

This is a tough call. I don’t know why the seller would not trust you if you are honestly accepting responsibility for the error. One of you will have to trust the other at least a little. Usually we would say never close a claim until you are happy with the outcome, but this is a bit different in that you want only a partial refund.
The seller cannot issue a partial refund on a not received claim - he must issue a full refund. If you close the claim, and he does not refund, eBay cannot help. But - you can call your credit card issuer and open a dispute for the item not received. This is costly for the seller, so he should not want you to do this.
The other option would be for the seller to set up a listing for you to purchase to repay him for the lost shipping $, after he issues a full refund. This would mean him trusting you for at least a few minutes😊
So you and the seller will need to agree on which way to go.
