What are 'shipping damages'?
If you mean that the item was 'damaged in transit' ... then you would be responsible for paying the return shipping if the buyer files a return request.
If the buyer is requesting a partial refund for damages that occurred during shipping, then you are allowed to handle that between yourselves.
Technically, a buyer isn't supposed to request a partial refund ... but it's often a win-win situation for a fragile item with a high shipping cost.

OP1 year agoThe item is a case that houses a valuable, vintage sewing machine. It is an 80 year old carrying case. In a picture, the damage appears to be in a line along an edge of the box. She wants a pay-off or she'll return the whole order.

The dollar request is 1/4 of the original payment made. Isn't this excessive?

There's no specific percentage to recommend. A seller needs to evaluate the following when deciding whether to pay the partial refund requested OR to provide a free shipping label for the return:
I'm assuming that a return would involve shipping the sewing machine back ... in addition to the 'case' and accessories. That sounds like a return that could suffer additional damage ... depending on how well the buyer packages up everything.
Also, it's possible the buyer could still request a return after you pay a partial refund ... so BE SURE to refund within eBay (as opposed to sending money through PayPal). That way you won't be out additional money if that happens.
