My buyer didn’t pick up their item from the post office in almost a month and now they post office has generated a return label. When they eventually complain they didn’t receive it, what happens?
Are they responsible to pay shipping again?
Do I just refund the item amount and not the shipping?
Can they retaliate with negative feedback?

Are they responsible to pay shipping again? It's best to relist the item so they can repurchase it if they still want it.
Do I just refund the item amount and not the shipping? Yes. When you issue the refund, you can add a note of explanation. (For example: Item was held at PO for a month before returning it as it was never picked up. See tracking # xxxxxxxxxxxxxxxxxxxxx.)
Can they retaliate with negative feedback? I don't know why they would retaliate with negative feedback.
