The PO has determined that you did not put enough postage on the package. It is impossible to guess why. Often it is caused by reusing priority boxes for ground, or something like that.
The PO should have left a notice showing the postage due - you could ask the buyer for a photo of this and then call their PO to try to find out why the amount is due. The easiest thing to do is ask the buyer how they would like you to send the money - get their cell # or email to use zelle venmo or paypal - whichever works best for you both.
The buyer can refuse the package and get a full refund from you, but you will still have to pay the postage due to get the item delivered to you.
