Buyer did not pay shipping
A buyer purchased an item and chose "free local pickup" for their shipping option. Unfortunately, they are located in Ohio and we are in Washington State. I've emailed the customer but have not yet received a response. Is it even possible to invoice them for the shipping cost if they've already paid?

You need to cancel the sale as problem with buyers address. This will refund the buyer. Then you can relist with JUST shipping so they can chose that option if they wish.
Cancel is in the drop down menu next to the sold item. I would message the buyer one more time and let them know why you are canceling and refunding them and provide the item number for the new listing.
NOTE this is how refunds work>>
Refunds, even for order cancellations, come out of your available funds not pending or held. If you do not have available funds then eBay charges your back up payment method for selling costs.
Have you entered your backup payment method for selling costs here: https://ppcapp.ebay.com/myppc/wallet/list Select Manage under the method you want to use then select Preferred for selling costs. I use a credit card.
Once you issue the refund and the buyers funds are released from being held or finish processing then the buyers payment is released to you.
