Buyer did not have his correct address on file
I sold an item and shipped it , it was returned , not able to deliver . Now the buyer wants me to ship it to his new address , he said he was notable to change his address with eBay . I have the item , he said he will pay for shipping again . I need to know the proper way to handle this . Please and thank you .
