Buyer did not fill out address correctly for eBay international hub in commerce, CA

Question

Buyer didnâ€™t put the CA in the address and I am unable to buy a label until it is fixed. He and I do not speak the same language- am I able to edit the address somehow to get this process up and running?

If it were me I would cancel the transaction using the reason Problem with address. You can add them to your blocked list and move on (Buyer Management | eBay). It's one thing to try and work things out on a domestic shipment when both parties speak the same language ... what you described sounds like it would be a challenge and if the Buyer can't even get their registration address correct you probably don't want to risk doing business with them ...
