Buyer continues to not pay
I have some options that had a top bidder and was sold to that person
The person kept saying that it appeared the item was paid for, and it came out of the account, but eBay never show it paid. Never heard back from them after a week, so I canceled it. Blocked that buyer to bid on my auctions. However, I just sold an item and it is the same person with a different user name. they had a feedback of zero and just subscribe to eBay had a very similar user name and the name on the account was the same as the previous sold auction. How do I report this person who keeps bidding and winning my items, but not paying… Under different user names?

The process for Unpaid items is to wait 4 days (to the minute) and then Cancel the transaction. On the Cancel flow will be the reason "Buyer hasn't paid". Select that reason.
The Buyer's account will get an Unpaid item strike on their account, if the get 2 in a 12 month period they will not be able to purchase much on eBay until one of the Unpaid strikes rolls off their account in 12 months.
You can then use the Report Buyer link on the sold item to alert eBay of an issue

If you Sell long enough this kind of thing can happen, using the process described above helps police the eBay sales venue.
