-Exactly how many Auctions did the Buyer win and not pay?
-Add the Buyer to your Blocked list on this page and make sure you check the boxes at the bottom of the page to apply the settings to active and future listings
-If the Buyer did not pay for 2 Auctions and if you would have waited 4 days and then Cancel on day 5 using the reason Buyer hasn't paid then they would have a hard time bidding or buying anything on eBay.

If a buyer hasn't paid by day five, select the cancellation option in the dropdown next to the order using the reason that the buyer hasn't paid. The buyer will earn an unpaid item strike on his account. Two or more and his ability to buy will be limited or even ended.
Add the buyer to your blocked buyer list here:

Scroll down that page and turn on the option to auto-block buyers with 2 or more unpaid items within 12 months. That will help to protect you from repeat offenders.
