I sold a vinyl LP. The buyer said, and I quote, "The lp was delivered yesterday. The LP's inlay and sleeve/ cover, look as advertised, near mint condition. Side 1 of the lp looks fine; but,I am disappointed with side 2. There are quite a few scratches and white smudges on it. I did blow on it to be sure that any thing loose on it would off of it.I wanted to verify this with you. I have been looking for the lp for quite a while. Finally,I thought that I found one worth adding to my collection of Olivia Newton John lps. This, I find very disappointing." Then he proceeded to send me 5 pics of a record that I didn't send. The one I sent was perfect. So, he is trying to scam me by keeping my good record and sending me his bad one. How can I report this buyer?

Mentor2 weeks ago@way-truth-life I understand that this is frustrating but since eBay has no way to know exactly what you shipped they side with the buyer. You may be able to win on APPEAL after you get the item back and report the buyer.
If the buyer files a refund request saying that the item is not as described then you need to accept the return and issue the return shipping label.
The eBay Money Back Guarantee overrules your no returns policy.
If you do not accept the return willingly then the buyer can ask eBay to step in and forces a refund. You do not get your seller's fees back, you get a defect and the buyer may be allowed to keep the item.
If the buyer abuses the eBay MBG in some way then you can report them but it doesn't get your money back:

Sellers have protection for return abuse if they offer FREE RETURN shipping on their listings OR if they are a Top Rated seller and offer 30 days or greater returns. The seller can then reduce the refund amount by up to 50% if the buyer sends a different item or somehow reduces the value of the item.
