Buyer Claims "Item Not Received" - Tracking Shows It Was Delivered
A buyer made a purchase on 08/27. I shipped the item 08/29 through eBay's shipping label purchase. The item was sent via USPS and according to USPS, it was delivered to the buyer's front door/porch on 09/02.
On 09/21 - buyer said item was not received. I sent the tracking info to the buyer. I AGAIN sent the tracking info TODAY, 09/25.
What is the next course of action? I just started selling on eBay in July 2025. I NEVER want buyers to have issues with an order, but if tracking shows the item was delivered - and I have shared that info with the buyer - am I required to refund the buyer?
1. The buyer could be claiming it wasn't received - when it actually was.
2. "Porch pirates" are REAL. I have had packages stolen off of my front porch - it is constantly featured as an issue on Nextdoor.com
I don't want to "get in trouble" as an eBay seller - but I also don't want to refund a buyer when the item has not been returned to me and USPS shows it as being delivered.
Please advise

I have sent a screen shot of eBay tracking showing an item was delivered once or twice over the years. You do NOT refund them, repeat, you do NOT refund them.
You can let them know eBay shows the package was delivered and if they think the item was stolen or mis-delivered they will have to check the their local carrier who delivers their mail.
For potentially stolen items they will have to contact their local police and file a stolen property report and possibly file a claims with their Home Owners or Renter's insurance company.
Some experienced Buyers just make that statement on new Sellers to see if they panic and cave in and refund to see if they can get the item for free.
If they file a claim that they did not receive their item upload tracking to the claim for protection.
