Buyer charged more for shipping
My buyer reached out and said he was charged 6.58 more for shipping. How does this happen

Could be that you inadvertently used an incorrect amount of postage?
Did you use Media Mail rates for something that is not qualified for those rates?
If the buyer has already paid that "postage due" to the USPS, you, the seller, are not required to reimburse him/her in any amount.
However, if you want to be a good, ethical, honest, dependable eBay seller, it would be to your benefit to refund $6.58 to the buyer. (Assuming he can show you proof that he did, in fact, pay that additional $6.58.)
As an eBay seller, you can include that $6.58 in with all the other shipping costs you pay -- all your shipping costs are business expenses that can possibly be deducted when you are doing your income tax return(s) next year.
