Buyer changes mind after receiving a refund
A buyer was unhappy with his item so I refunded him his payment, then he changed his mind and kept the item. What do I do?

There is no way for you to reopen the order and invoice the buyer again. Once you refunded the buyer eBay considers the order closed.
If the buyer is willing to repay you for the item they will have to send the payment via another source like PayPal, Venmo, etc. You can exchange your contact information since you have a sale with them, however make sure the messages are sent from the refunded order. There is a contact buyer/seller link there.
