Buyer changed address on return label and shipped to someone else

Question

The buyer changed the address on the return label and shipped the package to someone else using my shipping label. Buyer also wanted to return item because it did not work after they downloaded the game to their retro mini. Ebay policy states they get to do a return. I have an image from the post office of where they sent the package and the person's name they sent the package to.

I can't find a way to contact ebay and there is no option for this type of problem, what do I do next?
