Buyer can't buy more than 3 items but I have not placed restriction at my end. Ive checked and I've tried de-listing and re-listing but he still can't bid

If s/he is getting an error message about 3 items from you in 10 days, you did set a restriction (may have been years ago by checking a box to "block buyers most likely to become non-payers" or the like). Go to https://www.ebay.com/bmgt/buyerrequirements (or the equivalent on ebay.co.uk--you have posted this on ebay.com) and either remove that requirement and apply the changes to active and future listings, or add the buyer to your exemption list linked from there.

If that is not it, then it's eBay imposing the limit and you can do nothing about that.

Either way "de-listing and re-listing" would do absolutely nothing except scare off other bidders and possibly incur a fee.
