The buyer cannot cancel a transaction. S/he can only request the seller to cancel and then it is up to the seller to do so or not. (There is a special request procedure during the first hour where the cancellation goes through if the seller does not respond within 3 days and the buyer hasn't paid).
Under more actions for that listing in your list of sold items (e.g. Seller Hub, My eBay: Selling) should be an entry to cancel the transaction. On the confirmation screen should be a choice of reason (in this case the buyer requested--be careful to choose the right one so you don't get a defect) and an option to relist or not.

Mentor2 years agoIf the buyer asked, yes, cancel. If not, you could be facing a return. Choose the reason buyer requested.
As @woodland_gnome said, buyers can only request a cancellation, not initiate one.
