Buyer can’t pay because of confusion over shipping
I have a buyer who states that lives in the Uas but when she tries to pay she says she gets a notice from EBay that I do not ship to her ( I ship to all US states) and she states she cannot complete the transaction

Figure out how much it will cost to send to your buyer, and then use the Send Invoice option.

This error message is usually because the shipping dimensions or weight are more than the selected Carrier allows.
You might have made a typo on the listing
This item doesn't have valid shipping.

You need to cancel the listing as problem with buyers address.
Revise with shipping and relist
