buyer buys a item and seller never ships and they want cancel?How do you resolve this?

ebay doesnt allow you to cancel order because it says its still on the way .The seller doesnt want to cancel or ship.When you go to item purchase it also doesnt have a option to ask them to step in,The item has no tracking and its been over 10 days

What is the estimated date of delivery that is shown on your Purchase History page? Has that date passed already?

IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:

Go to your My Ebay page >> Purchase history

Select â€œMore actionsâ€ beside your item and then â€œI didn't receive it.â€
Click the box beside I want a refund.
Select Send request.

If the seller does not respond after 3 days, you can ask Ebay to step in to help you.

Find the item in your Purchase History
Select See request details
Select â€œAsk eBay to step in.â€
