You can file a not received refund request within 30 days of the last estimated delivery date. If the seller doesn't issue a refund then Ask eBay to step in and help on the 4th business day.
Or if the item is not as described then you can file a return request for 30 days from the date of delivery for most items and 3 days from the date of delivery for trading cards.
