Buyer being weird

Question

A buyer offered $400 for an item and I accepted. Payment was supposed to be immediately, but I got a notice that the payment didn't go through and I can accept other offers. The buyer then used another member ID and offered less for it. I declined and now she still has not paid. Can I just end the listing? I think I don't really want to deal with her, I read some of her feedback and it looks like this is her MO. Could she leave me a neg feedback?

The buyer cannot leave you feedback if they have not purchased the item.

If you accepted the offer but the buyer did not pay, you can cancel the transaction after 4 days of non-payment, stating "buyer didn't pay". You can also place the buyer on your Blocked Buyer List.

When it comes to Offers, Immediate payment doesn't apply. When a Seller accepts an Offer, the item remains available for anyone to purchase until your first Buyer pays.

If you go to your Account Settings>Buyer Management, there is a box to check to require that your Buyers have a payment method on file before they can make an Offer.

This Buyer should not be able to leave feedback just because you didn't accept their offer.
