buyer asking for refund because of damage
I sold a blouse to a buyer and she is now asking for a refund, saying there is a tear in it. She sent a photo of the tear and it wasn't there when I shipped it out. The photos of my listing are very clear and the tear is not there. I believe the buyer received the blouse, perhaps didn't like it or it didn't fit, knew it couldn't be returned and thus snipped a small tear in the front of the blouse. I examined it carefully before shipping and I have zoomed in close on the photo from my listing that small tear wasn't there. I can't figure out how to get Ebay's help on this. any suggestions?

If the buyer opens a Return request for damage, eBay will generally side with the buyer and you will have to accept the return and refund.
You sell used clothing - there can be minor flaws, weak spots, small holes, etc that you may not have detected despite best efforts on your part.
