Buyer and seller both getting charged for shipping why? They are not refunding
They are charging both seller and buyer. For labels, even though it says buyer pays for shipping and they do.

-Buyer pays eBay for the item and to ship it
-eBay takes that money and makes it available to the Seller
-The Seller uses that money to purchase the label, print it out and affix it to the package. If the Seller buys the label through eBay they get a discount off the shipping cost for services other than Media Mail.
