Buyer abusing Ebay Guarantee
I've been selling on eBay for many years and have encountered problem buyers who lie so they don't have to pay for shipping, and even had a buyer break a vintage video camera by dropping it and open a return saying it arrived that way weeks after he received it. I have had many more bad buyer encounters over the years, and I have reported these violations to eBay, but of course, I have never been refunded for the shipping or the items that were broken or damaged and then blamed on me. The recent problem I am dealing with now is a $400 transaction for 20 brand new relays that I accepted an offer for, which was deeply discounted. I have my electronic components like relays and chips ect. for NO RETURNS, and in the listing, I state to be sure this is the relay you need, as there are no returns. I got the order out that day, and it was delivered the next day. I got an email from the buyer saying he ordered the wrong ones and will need to return the ones he ordered and sent a photo of the one he needed and said or exchange if you have these. I replied that I did not have that one that he sent a photo of. I explained we don't offer returns on relays due to problems in the past but can offer an exchange. He immediately opened a return stating item photos and description don't match what he received. He used the photo that he sent me to ask if I had them. It clearly shows his deceit in our messages. I reported him as misusing the return guarantee but of course nothing will protect me or happen to him. What is the point of setting up items with no returns! I pointed out that clearly the return was opened with no truth to it, which is evident in our interactions and he replied "I used one of them and it died an hour later" . So he has no integrity so now I am worried he is going to destroy the relays and send me back nothing or damaged useless components so there goes $400. The buyer does have a store on eBay and is a seller as well so that's really embarrassing and probably why he does this kind of thing cause eBay protects buyers not sellers so he can. Has anyone ever received protections if a buyer sends you an empty box or ruins your item? You can't even contact eBay anymore to talk to anyone about this. What can I do?

A no return policy doesn't mean no refunds. Keep in mind that your return policy is only for buyers remorse returns.... changed mind doesn't fit, etc. The eBay Money Back Guarantee overrules your returns policy.
If the buyer files a refund request SAYING that the item is not as described then you need to accept the return and issue the return shipping label.
If you do not accept the return willingly then the buyer can ask eBay to step in and force a refund. You do not get your seller's fees back, you get a defect and the buyer may be allowed to keep the item.

Sellers have protection for return abuse if they offer FREE RETURN shipping on their listings OR if they are a Top Rated seller and offer 30 days or greater returns. The seller can then reduce the refund amount by up to 50% if the buyer sends a different item or somehow reduces the value of the item.
Since you are Top Rated I recommend offering Buyer Pays returns so that you qualify for seller protections. If buyers have a way to return an item then they usually don't lie to get out of paying the return shipping.
