"Buy Shipping Label" button was disabled

Question

This was an eBay international order. I was not able to buy eBay shipping label.

I enrolled into “eBay International Shipping” program on my setting a while ago.
I intended to buy shipping label. The shipping cost showed $17 but the “Buy Shipping Label” button was grayed out (disabled).
When I switched the shipping service to “USPS First Class Package International”, this button was still disabled.
There was no error message.

Did I miss anything? Please advise.

@dori-6722 I do see shipping on that listing for both direct ship by you AND eBay International Shipping Program. I don't see a way around this.

I did a bit of research.... I checked the Postal Explorer for the UK and didn't see any specific mention of stamps.
