It has always been that way. There were a few experiments done and the results were to allow only some limited exceptions.
The reasoning was to encourage quick buy it now sales, if a buyer really wanted the item for fear of someone biding and then having to wait till the auction end at a possibly a much higher price. On the other hand some buyers will put in a minimum bid just to get rid of the buy it now in hopes of getting it cheaper.
