Or are you seeing Business Policies? You do not need a business account to use Business polices and it doesn't mean you have a business account.
Business Polices make listing quicker when you are using the New Listing Tool or the App.

OP3 years agoYes, it says “Business Details.†I’ve been buying and selling on eBay for decades and this is the first mention of “Business†that I’ve ever seen.

I am still not sure if you are just seeing Business policies or have a Business account. Two VERY different things.
