Broken Item
What do I do if a porcelain plate arrives broken? The packaging was great so I don’t know how this could’ve happened. I feel bad for the seller. is there some kind of insurance that will take care of it?

The seller is still liable for delivery to you unbroken - you have eBay Money Back Guarantee.
Unless the outer packaging shows transit damage, it's unlikely any carrier will pay on shipping insurance, but it's up to the seller to file a claim w/them.
If you want a refund you can open a Return from your Purchase History - notify the seller first though as a courtesy.
