I don't know if eBay has established a specific policy for these items yet.
They may fall under this policy

To report a listing on the website
Scroll down until the ? pops up on the lower right.
Click the ?
Click 'Submit Report'
Select 'Product or Listing'
Complete the report
To report a listing on the app
Click the 3 dots ⋯ in the upper right
Select Report this item

You have that right. But what other sellers/buyers do is going to be beyond your control.
Personally, if I come across something that I don't want to buy, I simply don't buy it. There really isn't any need to call attention to it, as you might actually increase traffic to those items. But that's my opinion.
