Bought an item, seller said they can't send item

Question

I purchased an item and after I paid the seller, he contacted me and wants to cancel the order. He said eBay told him to refund me but he doesn't want to take the money from his bank account when the funds are being held by eBay. I tried every phone number for eBay that I could find and I can't talk to a human being. I can't cancel the order, tried many times but I get the red notice that it can't be cancelled. I paid through PayPal. Any suggestions? Thank you!

If the seller doesn't cancel the transaction for being out of stock, when it's past the estimated delivery date shown in your Purchase History, you have 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.

You can also leave appropriate feedback to warn other buyers. Be sure to make it calm and factual so it's a reflection on the seller and not on you.
