Bought an item over 90 days ago and that item hasn’t arrived
Bought an item over 90 days ago and that item hasn’t arrived. I was in contact with the seller and then communication just stopped. Is there anything I can do to get my order or refund?

I will assume that the estimated delivery date for the item is more than 30 days ago ... meaning it is too late to get help under eBay's Money Back Guarantee.
You should still be able to get refunded from either PayPal or your credit card company, however. Contact one of them ASAP.
In the future, don't wait so long to file an 'item not received' dispute with eBay if your seller isn't being cooperative. Good luck!
