bought an item but description was wrong so I tried to cancel but too late and buyer has not shipped

I bought an item and before it shipped, seller admitted description was wrong. He has not refunded my money. I tried to cancel order but says its too late. Now what. I can not find any way to contact a person on ebay and seller is not responding. How do I get a person to help me?
